Cities are the powerhouses of economic growth. They are also the source of 70 percent of global greenhouse gas emissions. Within that percentage, transport is the largest source of emissions.
Cities may be better placed over national governments to tackle global greenhouse gas emissions. Their smaller size means they can be nimble. They are more accountable to a local electorate. They are also large enough to have scale and to create a critical mass. If the energy transition does not happen in cities, it will not happen at all.
